As Arthur Conan referred to at the end of the last chapter, the more commonplace a crime is, the harder it is to uncover. Just take vitamins, medication, and hospitals; we see them daily, and never think of them as criminal, per se.
Some say if we do not learn from history, we are doomed to repeat it. The criminal mind thinks more in line with, if we made a profit doing this or that, and maybe being caught, and paying a fine, or serving a year of two in prison is less costly than the profits, then let us do it again.
Think of it this way, two million common American criminals will spend an average of 5 years in prison for stealing less than an average of $5,000.00; pay it back, and come out of prison broke. The organized criminal will steal from ten million to fifty billion dollars, pay an average one million dollar fine, and serve less than two years in prison. Therefore, their illegal earned/unearned income ranges from five million dollars to thirty five billion dollars for their one to two years in prison, that is if they even get caught, or do prison time, or enjoy the profits for 40 years before being caught at the end of their lives when they are ready to die anyway.
So, if you chose to be a criminal, would it make more sense to you to become a common criminal, or an organized criminal?
Therefore, in the last two chapters, you saw fraud and profits, with no fines or prison time for anyone. They had learned from the past, refined it, and continued it...
