In the last chapter, Max said The Baker Act Conspiracy continues unabated. This is evidenced by the fact that over $2 billion dollars was expected to be received through investigative receivables in fiscal year 2008. 3,129 individuals and entities being excluded for fraud or abuse by the Office of the Inspector General, along with 575 criminal actions and 342 civil actions, also evidence it.
From Merriam-Webster Dictionary:

Once we look at history, we can know that this is a true statement, as evidenced below:

1996 criminal prosecutions = 246 cases = 450 defendants
2008 criminal prosecutions = 575 cases = 3,129 individuals excluded = “unabated.”

passed the laws and they wrote the rules, and it was their game.
They passed the laws for Medicare and Medicaid. They were both lofty ideals. They were compassionate conservatism and compassionate liberalism combined. They were meant to do good for those who needed it, and the least among us.
To the trained eye, which Max possessed, they masked the fact that the money of those laws did not go to the people those laws were written for, but rather to doctors, hospitals and pharmaceutical companies.
In turn, the hospitals, doctors, pharmaceutical companies, and their organizations continued to make political donations to those who played the game. The end game enriched the few at the taxpayers’ expense who were unaware that they were even part of a game that they continually and unknowingly lost...
